Half chaps are usually used for riding - they cover the calf to the ankle with a strap to go under the boot, but they don't cover the top of the foot. Searching for "leather gaiters" may get you more of what you want.

I think it's a really neat idea, but I think you would need to approach it carefully from a legal standpoint if you want to rent it out. If that's your plan, it may need to meet building codes for a hotel or other similar structure. At least with rental properties, there are laws requiring bedrooms ...
