I image it being a overcoat that he wears over a linen tunic. The coat is embroidered with silver threads. The buttons are silver too, as is the belt.

Short Wool hoses are also great for walking in the forest, and can be used as shoes if the original pair gets wet. They seem pretty useful.

Ive been wondering about this too, and have been enchanted by romano-british art and clothes. Especially as they seem to mirror the early northern dunedain, i suspect the rangers of the late third age are much less urban then the romano-british. But i think there is a lot to be inspired from in them.
