Correct. As you boil it down you may add more hulls or powder as needed but go easy on the water, less is more. Once you strain it you can add more hulls and repeat. I dunno. It's not a bad concept to follow, but I wonder at the wisdom in all applications. FYI, Udwin's birch oil is a sealer, but not really a dye.
