Many times bags like this surface on the surplus circuit. Foreign militaries seem more willing to use natural materials than our own does. I've got a Chinese one that uses cool wooden toggles.
Probably in earlier periods these would have been "forage bags", which you fill with whatever you can gather from the neighboring populace.
