I think it would especially work in a Hobbitish or Breelander context, but is defensible outside of that.
I can't tell - is the barrel full round, or oval/flat? I think both were used, but the latter would be a lot easier to carry.
However personally I'd -
- replace the metal bands with wood ones

- strap off the varnish and oil the wood
- replace the cork with a wooden stopper
- possibly replace the carriage - at least give it a good oiling

Looks fine to me, although I'd wonder about its weight (4 lbs)...
