Rangers have been using flint,steel & tinderbox to make fire since their conception in the 14th century, & this fire lighting method was in use long before that time. Using charred cloth is simply not practicle for a Ranger who spends much time in wilderness situations; his knowledge is such that he knows which plants can be used to make tinder for making fire.
