Free to Good Home- anyone who can heat treat long blades

I found I still have an old unused Albion Moat Sale Blade laying around. This one was one of the blades NOT-HEAT TREATED. It's been in the work room for at least 10 years. It looks in very similar condition from the way I got it. It will require some cleaning, grinding, heat treating and polishing but if you were going to do if from scratch this will save you a lot of time, work and expense.
As the title says it's free on two conditions:
First: the individual must already have the skills and equipment to complete this as a sword. It deserves to be made and not buried in a garage for another 10 years.
Second: I will ship it only in the U.S. and the recipient will pay the shipping after they receive it via Paypal, check whatever. I plan on shipping USPS and will try to ship as inexpensively as possible. Still should end up between $20-30 dollars.
