They are gold plates, as Dwalin was described as wearing a golden belt in the book. It is likely it is an important family artifact, passed down from father to son. Always though of the dwarves as having an almost Norwegian accent, or maybe some of the old farmer-accent of "Bondska" from Northern Sweden.
